Norwegian born, Solberg was the Register of Copyrights at the Lib. of Cong. from 1897 to 1930. Here he has collected 22 offprints, pamphlets, & excerpts (by him or about him) together w/a ftspc photo which seems to be SIGNED by him. V.g., paper wafer on bkstrp, embossed lib. stamp cancelled on t.p. While the contributions are scholarly (his work was praised by Dr. Putnam, Librarian of Cong.).
