Cowell, an English economist-banker, wrote on cotton, currency & banking. Here he analyses factors leading to the CW, saying in 1839 that (1) secession by the south was inevitable; (2) that the Yankees, particularly w/out (benefit) of the tariff, would not oppose it even if it (secession) cost them their last dollar(!); (3) that the war would be fought in the South & that the North would win unless France or England blockaded the YANKEES from Portland, Maine to the Chesapeake; (4) that if the English permitted the Yankees to commence the War, it would or not be terminated w/out intervention from English, France, or the two in cooperation. SABIN 17239 and WRIGHT 1339. Wright's reference provides two extranieties: many of his entries carry prices extant at time of publication, and neither this title nor its far scarcer English translation have any price listed.
