White Sulphur Springs? 1828?
(1¼" circular, red ink) as found on rear e.p. of two-vol. (as one) copy of Shakespeare Works, 1828. The rear e.p. of Vol. I has stenciled in red "W. S. Springs." The Shakespeare is bound in really nice mottled calf, w/wear at heel of bkstrp. Inner jts strengthened. Illus. consist of 37 woodcuts, all but one being ptd two per p. 35pp. Acts for: Appropriation for the Civil Contingent Fund, the authorization of the Treasurer to sell uncurrent bank notes, & authorizing the Gov. to direct what bank notes shall be receivable in payments to the State, making appropriation for military purposes, regulation of Volunteer Military force not mustered into the service of the U.S. [the formation of the 1st WV troops under the Union], the prohibition of the county courts & overseers of the Poor from making Levies, Appropriation, etc., to aid the Rebellion against the Government of the U.S., & other Acts leading to the formation of the new State of WV. Also incl.: Ordinances of the Convention, Assembled at Wheeling on the 11th of June, 1861. Wheeling, WV. 1861, 37-64pp. Contains the ordinances of secession from "Confederate" VA. Some people think the B & O RR brought this entire convention, most of us believe the B & O brought only the delegates from Jefferson, Berkeley, Hardy & Morgan Counties. Both together, but removed. Faulkner argues for acceptance of a Bill of Exceptions, citing VA code of 1860, we believe pre-1873 for sure (WV had a new Constitution then) & possibly 1860 or '61 as no reference to WV except as recipient of appeal. (Faulkner, from Berkeley County now WV, served in Congress, represented clients at law, served on Stonewall Jackson's staff & was temporary chairman of WV Constitutional Convention.) These four issues comprise nearly the last gasp of Comstock's "weakly newspaper." He nursed Hillbilly through thick & thin, shaming WV to appreciate their heritage. Once-we're told-he even mixed ramp juice (onion=garlic; garlic=ramps) into the ink. David Bice & Harry Lynch brought out these four slick paper issues w/excellent content & great illus.
