Wheeling, WV 1861 35pp. Acts for: Appropriation for the Civil Contingent Fund, the authorization of the Treasurer to sell uncurrent bank notes, & authorizing the Gov. to direct what bank notes shall be receivable in payments to the State, making appropriation for military purposes, regulation of Volunteer Military force not mustered into the service of the U.S. [the formation of the 1st WV troops under the Union], the prohibition of the county courts & overseers of the Poor from making Levies, Appropriation, etc., to aid the Rebellion against the Government of the U.S., & other Acts leading to the formation of the new State of WV. Also incl.: Ordinances of the Convention, Assembled at Wheeling on the 11th of June, 1861. Wheeling, WV. 1861, 37-64pp. Contains the ordinances of secession from "Confederate" VA. Some people think the B & O RR brought this entire convention, most of us believe the B & O brought only the delegates from Jefferson, Berkeley, Hardy & Morgan Counties. Both together, but removed.
